I made a post on searching for settlements. It applies to finding a new settlement. Once you find your new settlement, click on the center town thing (forget what's called). In case it helps any other basebuilders - landing pads do snap to things, but you have to be ridiculously far away for it to work. Here I was able to snap it to a small cuboid room, meaning cuboid hallways leading to floating landing pads are feasible. The water mechanics are wierd but you can use the interior surface ladder from the ocean bottom to the top. I have experimented and you can even have the landing pad slightly submerged in water and it will work fine.
The only downside of using your base landing pad is that traders will continually circle waiting for an opportunitygets kind of noisy. I find it irritating. I actually prefer that the game automatically places your ship off the pad unless you specifically land on it. Build on the ley-lines - if ships see your landing pads as they fly between normal destinations, they will stop at yours as well. The ley-lines are those lines criss-crossing the sky most visible with a dark sky and always terminate at major planetary destinations like the portal, trading posts, various monoliths, etc. .
