I am now not at war and cannot choose the Empire or Non-Empire Kingdom at either Istiana or Azyrgos, i dont get the option. So, im left with 4 uncompleted quests that appear to be
i always build my own kingdom, buts its often so hard at the beginning that i cheat myself a bit of money so i can makes peace with all as long as possible. that way i can build up my clan without grinding (smithing is really exhausting even with autoclicker). i could invest an hour to smith enough weapons and travel from city to city to sell em of, but why waste time when 2 console orders do
Probably the best way would be to take an imperial settlement back from a non imperial source if possible. Can confirm that's the only way I managed to fulfill this quest requirement. Search encyclopedia for Empire castles -> Check which ones are not currently owned by a Imperial faction -> pick and conquer one of those -> Profit !

Wait for them to get into a war or two, and ideally lose a big fight (you'll get the spam that a bunch of their lords were captured). Then go to town. Literally. Take a town from them. Probably Sturgians, or maybe W-Empire. They both usually suck. Wait 'til they're in a war with someone maybe. WE is too central.
